- PDF/UA specifies HOW you technically create an accessible PDF.
How relevant PDF content, such as semantic content, text content,
images, form fields, comments, bookmarks, and metadata,
may be used in PDF/UA-compliant documents.
- It is not the assistive technologies nor the individual software that
define what an accessible PDF is, but the common document standard,
PDF/UA, and complementing guidelines.
